Gia Lai Red Cross (RC) and Professor Michio Umegaki (Keio University, Japan) have just signed an agreement to implement phase 5 of the non-project "Community-based communication program for children with disabilities infected with Agent Orange".
The new phase of the non-project will start from September 2025 to August 2030 in 4 communes, namely: Phu Cat, Cat Tien, De Gi, Hoa Hoi, with a total non-refundable aid of 650 million VND. This fund is used to maintain 4 "Dream" classes, currently attended by 92 children with disabilities, to help them develop communication skills, integrate into the community and improve their self-independence.

The Gia Lai Provincial Red Cross is responsible for coordinating the development of a specific plan for activities and expenditures for the non-project, implementation, monitoring, and periodic reporting of results. At the same time, they are to create favorable conditions for the activities of volunteers, teachers, and staff and students from Keio University. On the sponsor side, Professor Michio Umegaki and Dr. Vu Le Thao Chi would directly make plan, raise funds, ensure financial resources and necessary equipment for the program to operate effectively.

After 4 phases (from 2012 to 2025), the non-project has demonstrated its profound humanitarian value, providing integration opportunities for disabled children affected with Agent Orange. The signing of phase 5 affirms the long-term humanitarian cooperation relationship between the Gia Lai Provincial Red Cross and international scientists and volunteer organizations.
