On April 20, Senior Lieutenant General Nguyen Van Rinh, President of the Vietnam Association for Victims of Agent Orange delivered a speech at the Signing Ceremony of the Memorandum of Intent (MOI) between Office 701 and the United States Agency for International Development to assist Vietnamese with disabilities in the provinces sprayed with Agent Orange. “Today we are here to witness the Signing Ceremony of the Memorandum of Intent between Office 701 and the United States Agency for International Development on the support for Vietnamese with disabilities in the provinces sprayed with Agent Orange. This is a significant event, consistent with the wishes of people of the two countries, in line with the agreement between leaders of Vietnam and the United States; and the result of efforts to solve remaining problems of the past to build a better future. In those efforts, we highly appreciate the great contribution of US congressmen and American veterans who fought in Vietnam War, including those who are with us today. The Vietnam Association for Victims of Agent Orange/Dioxin highly appreciates this event and the results of cooperation between the two sides. We hope the projects listed in the Memorandum will help alleviate the pain of Agent Orange victims. We also hope that the results of the cooperation between the two sides in overcoming the consequences of the war will continue to contribute to further promoting the bilateral relations between Vietnam and the United States in the near future.

By signing the Memorandum of Intent on supporting Vietnamese people with disabilities in the provinces sprayed with Agent Orange, we have taken another step in the coordination and cooperation between the two countries in overcoming the consequences of Agent Orange used in war. Such cooperation has lasted for many years and achieved positive results. However, from reality we realize that there is still much for us to do, both for the environment and for human health. Therefore, while appreciating the results of the cooperation between the two sides, I hope that we will further strengthen that cooperation. Accelerating the cooperation between the two sides to overcome the consequences of Agent Orange is to help people with serious diseases, including many who have participated in the war like us and grown so old now. Accelerating the coordination between the two sides to overcome the consequences of Agent Orange is to prevent the consequences of Agent Orange spreading to future generations. Accelerating the cooperation between the two sides to overcome the consequences of Agent Orange in particular and to overcome the consequences of war in general is an important contribution to promoting relations between the two countries.
