President of the Vietnam Association for Victims of Agent Orange/Dioxin
In 2024, the first year of implementing the Resolution of the 5th Congress, 2023-2028 term, the Vietnam Association for Victims of Agent Orange/Dioxin overcame difficulties, being proactive, positive and innovative in task performance, hence, it has successfully completed all aspects of work, notably:
The Associations at all levels has thoroughly grasped and seriously implemented the viewpoints and policies of the Party and the State related to the organization and operation of the association, focusing on Directive No. 43-CT/TW dated May 14, 2015 of the Secretariat on strengthening the Party's leadership in dealing with the consequences of toxic chemicals used by the US during the war in Vietnam; Decision 118-QD/TW dated August 22, 2023 of the Secretariat on "Regulations on organization and operation of mass organizations assigned by the Party and State at the Central level"; Decree 126/2024/ND-CP dated October 8, 2024 of the Government on organization, operation and management of the association. The Central Committee of the Association has advised and submitted to the Ministry of Home Affairs Decision No. 297/QD-BNV dated April 23, 2024 approving the Association's Charter (amended and supplemented) and issued a Decision recognizing changes in the members of the Management Board of the Vietnam Agent Orange/Dioxin Victims Fund; closely coordinate with the Central Propaganda and Mass Mobilization Commission, the Ministry of Health... to inspect and grasp the situation of disseminating and implementing Directive 43 of the Secretariat in the provinces and cities of Can Tho, An Giang, and Ninh Binh.
The work of building and consolidating the association organization has been paid due attention by all levels. The association is organized in 63/63 provinces and cities, 638 districts (2024) and 6,668 grassroots associations (communes, wards and towns) with a total of 373,484 members and 41 commune-level associations; 5,639 new members were admitted. Seriously implemented the Ministry of Home Affairs' guidance on building job positions in conjunction with the implementation of Decision 118 of the Secretariat. Some provincial and municipal associations successfully held periodical congresses. The entire association organized 28 training courses to improve association work skills for more than 3,000 officials and members. The President of the Vietnam Association for Victims of Agent Orange/Dioxin was re-elected as a member of the Presidium of the Central Committee of the Vietnam Fatherland Front, 10th tenure, 2024-2029.
The association at all levels exercised the right to supervise and criticize the implementation of policies for resistance fighters infected with dioxin; detect problems and obstacles in the implementation and report them to the authorities. Currently, the number of people infected with dioxin who are entitled to policies is: 341,684 people.
Propaganda work has been renewed by the Association at all levels in many diverse forms, focusing on Directive 43-CT/TW, the Association's Charter (amended and supplemented), the Resolution of the 5th National Congress of the Vietnam Association for Victims of Agent Orange/Dioxin, on the 63rd anniversary of the Agent Orange disaster in Vietnam and the Day for Agent Orange victims (August 10)... The Central Association published the Chronicle of Events (period 2013-2023); coordinated with Vietnam National Defense Television to successfully hold the Art Program "Lighting up the Future"; coordinated with the Chemical Corps and Quang Tri province to successfully hold the exhibition "Agent Orange - Conscience and Justice" - Quang Tri 2024, attracting thousands of visitors and mobilizing more than 650 million VND for Victims of Agent Orange. Emulation and commendation work have been renewed; the Movement "Action for Agent Orange victims" has been maintained and achieved high efficiency. The Central Committee of the Association issued the Emulation and Commendation Regulations for the 2023-2028 term; awarded the Flag "Leading Unit in the Emulation Movement" in 2024 to 10 provincial and municipal associations; awarded Certificates of Merit to 30 groups and 30 individuals with outstanding achievements in association work and in caring for and nurturing victims.
Vietnam Agent Orange Magazine always adheres to its credo and purpose; printed and published 12 issues with a total of 109,689 copies; an increase of more than 600 copies/month compared to 2023; distributed to 1,768 points nationwide. The e-magazine and website have built new interface which is beautiful, modern, reader-friendly, operating stably, and undating news and articles in a timely manner. Currently, it has reached more than 100 countries, with millions of visits/month. The magazine also cooperated with Lusac-Media Company to implement the program "Joining hands to ease the pain of Agent Orange - 2024", raising 385 million VND; successfully organized the Congress of the Vietnam Agent Orange Magazine Party Cell for the 2024-2026 term...
In foreign affairs, the Central Association welcomed and worked with 52 delegations from the following countries: the US, France, the UK, Switzerland, Japan, Korea, Sweden, Thailand... Actively supported the lawsuit of Ms. Tran To Nga at the hearing opened by the Paris Court of Appeal on May 7, 2024. The delegation of the Central Committee of the Association attended and spoke at the Workshop "Legacies of War and Peace in Vietnam-Laos-Cambodia" held by the US Institute of Peace in Washington DC (USA), from October 9-16, 2022. Signed a Memorandum of Understanding on cooperation with the Vietnam Association for the Assistance of the Disabled (VNAH) on supporting the care, rehabilitation, and improvement of the living standards for Agent Orange victims...
Fund mobilization work has been innovated in a practical and effective direction. Associations at all levels nationwide have mobilized 521,454 million VND, in which, the Central Association mobilized 7,565 million VND, and localities did the rest. The Central Association coordinated with the National Humanitarian Information Portal 1400, MB Bank (through the MB Charity App) and sponsors to launch the Program "Joining hands to ease the pain of Agent Orange - 2024". The program has raised more than 1,338 million VND, providing additional resources to support and help the victims. Fund management, collection and disbursement are strictly implemented, in accordance with State regulations and the Fund's Charter. Disbursement was public, transparent, for the right purpose, for the right subjects, achieving high efficiency, focusing on: supporting the construction and repair of houses; supporting livelihoods; medical examination and treatment, detoxification sauna; giving gifts on holidays, Tet and Agent Orange Day (August 10)... In particular, the Central Association has spent 1.2 billion VND to help AO victims who were severely affected by storm No. 3.
In 2025, the organization and operation of the Association will take place under the conditions of the Party and State directing the summary and promotion of the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system towards streamlined, effective and efficient directions"; localities will conduct Party congresses at all levels. 2025 will also be the year of many important events of the country, such as: the 95th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2025); Party congresses at all levels, towards the 14th National Congress of the Party; the 50th anniversary of the liberation of the South and national reunification (April 30, 1975 - April 30, 2025); 80th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025)... Those events will greatly affect the organization and operations of the association.
In 2025, the Central Association determined the theme of the year as: "Solidarity - Discipline - Responsibility - Efficiency". Accordingly, in order to successfully complete the set plans, goals and targets, with the motto "Innovation, towards the grassroots, towards the victims of Agent Orange/dioxin", VAVA at all levels needs to focus on implementing well the following key tasks:
Firstly, proactively advise the Party, State, Party committees and local authorities to effectively implement the Summary of 10 years of implementing Directive No. 43-CT/TW of the Secretariat; thoroughly grasp and strictly implement Decision 118-QD/TW, dated August 22, 2023 of the Secretariat; Decree 126/2024/ND-CP dated October 8, 2024 of the Government on the organization, operation and management of the association; Charter of the Association (amended and supplemented). Secondly, promote innovation in resource mobilization to care for Victims of Agent Orange/Dioxin, focusing on activities on the occasion of the 64th anniversary of the Agent Orange Disaster in Vietnam, Day for Agent Orange Victims - August 10, 2025 and the Lunar New Year. The goal is to mobilize over 500 billion VND. Focus on eliminating temporary and dilapidated houses for families of Agent Orange victims and supporting their livelihoods, helping the victims overcome difficulties and improve their lives. Continue to consolidate and improve facilities and maintain and improve the quality of activities of social protection centers for Agent Orange victims, striving to provide steam baths and detoxification services for 1,500 - 2,000 people...
Third, closely follow the direction of the Central Association and local Party committees and authorities on building the Association in the context of implementing Resolution No. 18-NQ/TW, dated October 25, 2017 of the Party Central Committee. For VAVA at all levels, it is necessary to maintain the principle that in all circumstances, even if the association organization is merged, the task of caring for, assisting and protecting Victims of Agent Orange/Dioxin must not be undermined.
Fourth, well implement policy work. Continue to propose to supplement and improve the regime and policies for war participants and their children and grandchildren who were exposed to toxic chemicals during the war; those who worked in areas with high concentrations of toxic chemicals after April 30, 1975; those who raised two or more victims in one family... Continue to survey and investigate the generations of grandchildren and great-grandchildren of war participants exposed to Agent Orange/dioxin...
Fifth, strengthen propaganda about Agent Orange disaster and the work to overcome the consequences of toxic chemicals during the Exhibition "Agent Orange - Conscience and Justice" - Bac Giang 2025; commemorate the 64th anniversary of the Agent Orange disaster in Vietnam and the Day for Agent Orange victims (August 10) with the theme "Livelihood and integration". Promote the emulation movement of "For Agent Orange victims"; strive that in 2025 there will be 40% of the association organizations excellently completing their tasks, 45% completing their tasks well; 10 provinces and cities receiving the Flag "Leading unit of the emulation movement"; no association organization failing to complete its tasks.
Continue to innovate and improve the quality of the Vietnam Agent Orange Magazine; create favorable conditions for the Magazine to complete its assigned tasks well, contributing to raising awareness of all classes of people about the consequences of the Agent Orange disaster in Vietnam; strengthen the fight for justice for victims of Agent Orange/Dioxin; spread and enhance the position of the Vietnam Association for Victims of Agent Orange/Dioxin domestically and internationally.
Sixth, carry out foreign affairs activities in accordance with the Party's foreign viewpoints, policies and guidelines. Continue to research and complete the Project to fight for justice for victims of Agent Orange/Dioxin in the new situation. Implement cooperative projects and programs with organizations such as KAOVA, ABLE, VNED, etc. effectively and in accordance with laws. Maintain the relationships between VAVA and USAID to support people with disabilities, including victims of Agent Orange/Dioxin in badly-affected provinces.
2025 will see many important events in the country, especially the promotion of the implementation and summary of Resolution No. 18-NQ/TW dated October 25, 2017 of the Party Central Committee, which directly affects the organization and operation of the Association. Therefore, each cadre and member of VAVA need to firmly grasp the direction of the Association’s Central Committee and local Party committees and authorities, promote the tradition of "Solidarity - Affection - Responsibility - For Agent Orange victims", promote innovation, and strive to successfully complete the set goals and tasks./.
