On 20th April, Senior Lieutenant General Nguyen Van Rinh, VAVA President, delivered a speech at the Signing Ceremony for the Memorandum of Intent between Office 701 and the United States Agency for International Development (USAID) on assistance for Vietnamese people with disabilities in priority provinces. Vietnam Agent Orange Magazine would like to introduce his speech in full.
“Ladies and Gentlemen,
Today we are here to witness the Signing Ceremony for the Memorandum of Intent between Office 701 and the United States Agency for International Development on assistance for people with disabilities in the AO-affected provinces. This is a meaningful action, meeting the desire of people of the two countries and matching the agreement between the US and Vietnamese leaders. This is also the result of the effort to overcome war legacies to build a brighter future.
In that effort, we highly appreciate the valuable contributions of the US members of Congress, of the US veterans in Vietnam War. Some of them are here with us today.

Vietnam Association for Victims of Agent Orange highly appreciates this event as well as the result of coordination and cooperation between the two countries. We hope that the projects mentioned in the Memorandum will reduce the suffering of AO victims. We also hope that the achievements from the cooperation in overcoming war legacies will contribute to further promoting the US – Vietnam bilateral relations in the coming time.
Ladies and gentlemen!
With the signing of this memorandum, we are making new progress in the cooperation and coordination in remedying the consequences of AO sprayed in Vietnam War. Our cooperation has been established for many years and gained positive outcomes. However, reality shows that there is a great deal of work for us to do to improve the environment and people’s health. For this reason, while appreciating the results of our cooperation, I hope that we further promote our coordination and effort.
